Mainpuri: A major controversy has erupted in Samajwadi Party supremo Mulayam Singh Yadav's family borough of Mainpuri after the chief medical surgeon (CMS) of the district hospital, Dr Nimmi Begum, refused to treat a 9-year old Dalit rape victim.Significantly, the accused in the case, a 16-year-old, has been sent to the district jail instead of a remand home, making him probably the first juvenile in a rape case to be tried as an adult following the recent amendment in the Juvenile Justice (Care and Protection of Children) Amendment Act just over month ago on Dec 23, 2015. He was produced in court on Fridayand sent to judicial custody for 13 days.The girl was finally admitted to the hospital after police officers threatened the CMS with arrest. The child was later shifted to the Saifai hospital after her condition deteriorated. 

The 9-year-old, who is presently undergoing treatment at the UP Rural Institute of Medical Science and Research, Saifai, is reported to be in a "stable" but "serious" condition.According to police officials, the girl, a resident of Tudri village, was on her way to graze cattle in the fields near her house around 6 pmon Thursday when the boy accosted her and forcibly took her to a deserted spot where he allegedly raped her. The bleeding child was found lying in the fields by some villagers, who informed her parents and cops.The police took the victim to the Mainpuri district hospital where Begum refused to admit and treat her. Talking to TOI on Friday, the distraught father of the girl said the doctor at the hospital refused to admit her despite pleas from even cops who were accompanying them."She was crying in immense pain and was bleeding profusely but that did not move the doctor to treat her," said the father, adding that it took intervention by the district magistrate and threat by cops to make her relent.Shailendra Lal, CO (city), confirmed the incident and said they had to tell Begum that she would be booked under Section 166 of the IPC, which provides for a year's imprisonment for non-treatment of victim, to get the girl into the hospital.
